Well there must be something up with your installation.
If you installed it into /home/joseph/perllib and /home/joseph/perllib 
is first in @INC then there is no reason why it is loading from  
/usr/local/modftp/mod_perl. Especially as /usr/local/modftp/mod_perl is 
not in @INC.
