Perhaps it wasn't spelled out, but the implication was certainly there. Barewords are gone. Braces create a closure. A closure consisting only of pairs returns a hash reference. A closure immediately following a hash or hashref dereferences the hash. By inference, {key} is a closure consisting of C<key>, which can't be a bareword since barewords are gone.
