It's not magic, there is an option in RT for the old owner to give it
away (which solves a subset of cases) but for me at least it was counter
intuitive.
The hideously old version of RT on rt.cpan.org is being replace shortly,
and I imagine that Jesse will have way of taking maint changes into
account in the new one.

As I found out when taking over ExtUtils::ModuleMaker, it's not
automagical. Or at least it wasn't back in July. Perhaps Jesse Vincent
has changed the software since then, but I had to email him -- or, more
precisely, [EMAIL PROTECTED] -- to get it done.
It did get done, however.
