You're correct in that the perl package itself doesn't appear to require
native compilation of anything.  However, it does look like Ubuntu has
separate packages for each architecture (I don't run Ubuntu so I can't
easily confirm, anyone?):

As a side note, Paul Fenwick is the listed author, is a frequent visitor to
Portland and has been hanging out since Open Source Bridge last month; not
relevant since this looks like an Ubuntu issue, but it's an interesting
