I don't think it's on by default. I know the shebang just says 
#!/usr/bin/perl, but I will verify this.

Sorry for the confusion, I had to jump through hoops to post to this list 
(cannot do this from the office). I manually typed in the conffile - the ";" 
is there in the original. Not sure where those special characters come from 
though (this part was copy/pasted and forwarded via email).
