your facts are a little confused. Why would The Governor need permission to use her own NG?
FEMA had an emergency plan and failed to execute and supply proper operational support, thank you Patriot Act, Brownie, and Home Land security which now controlled all responses to National Emergencies, taking the power AWAY from the states. The Bus drivers evacuated as they were instructed to do, and the NG who were to arrive from neighboring States never got the go ahead, the staging vehicles arrived late and no central oversight or communication was available for days. Thank GAWD rescuers and volunteers went rogue and did what they were trained to do instead of waiting for Brownie.
