It's been done many times.  In late 1915 the city of San Diego hired one 
Charles Hatfield to ease their drought for a fee of $10,000.  In January 
of 1916 a torrential rain caused many landslides and filled the 
reservoirs to overflowing.  With the drought danger passed, the city 
council refused to pay Mr. Hatfield.
