Just for the sake of posterity, it turns out that this helps: -- IIS Manager -- HTTP Response Headers -- Set Common Headers -- Check the "Expire Web Content:" box -- Set the "After:" to be 31 Days.
I restarted the web service but I'm unsure whether that was necessary. Bottom line is that http://webpagetest.org is a nice web site with good tests for your web sites.
