Dear Adrian, meant, the tool you are looking for, is still present under menu 'Vector' > Research Tools in my QGIS installations up to version 3.12. So the tool seems not to be dropped generally.
The access via Geoprocessing Toolbox is an alternative. Or does is the tool missing in the Geoprcessing toolbox ?
