Orphan mode is an attempt to do time islands properly. The local clock driver should have been used in hardly any of the cases in which it was used before orphan mode, and even less now. Unfortunately, people packaging ntpd included it in default configurations. In particular, it should never be used for leaf nodes.
Many of the problems reported here are the result of inappropriate use of the local clock driver.
