This hasn't happened to me (yet that I know of) but it is scary.  The 
program should automatically sense that data is missing, then ask the 
user if it should be fixed:
  automatically,
  manually,
  or not at all
with some boxes to choose:
  don't ask again for this symbol,
  don't ask again for any symbol.

Anything less is just poor design!

The user shouldn't have to reinstall the entire data base for one 
missing piece of data.  Come on!
