If you're on windows and you never installed perl, then you don't have it. Another easy way to find out is to type "perl" in the search window under the start menu. If there's no perl.exe on your computer, you don't have it.
Take a look at : http://www.perl.org/ If you download Perl, it doesn't really matter that much whether you take the strawberry or the Activestate version.
