Right click on your WinEdt icon and go to "Properties" menu-item. In the "Target" box look for something like, "[PathToWinEdt]\WinEdt\WinEdt.exe -C="R-WinEdt" -e=r.ini"
If you don't find something like this, make the change and try it. * It may be better to have a new icon for R-WinEdt on your desktop with the above modified "Target", and use the existing icon for other work. Not sure how to solve the switching problem, given that there is a R specific initialization file being used. ---Anupam.
