This is nothing to do with RODBC, and not reproducible on any of my systems.
Investigate your unstated ODBC driver manager and driver for possible causes. Something other than R has uninstalled the signal handler for SIGINT, and a rogue shared library is the likely cause. And please learn to give credit where it is due, instead of blame where it is not. (RODBC attracts far too many careless attributions of blame, this being the second just today. Yet words of thanks are very, very thin on the ground.)
