Dumb question... I owe more for the OUCH <place slap head here> 
coat kitty there SAMI. I found my reference in the the standard 
HTML DOCs for SET SCRATCH. It shows that SYNTAX of:

SET VAR vTemp = (ENVVAL('TEMP'))
IF vTemp IS NOT NULL THEN
   SET SCRATCH .vTemp
ENDIF
CONNECT DBname

I don't know how many times I overlooked that one.
