I tried the new patch and unloading and reloading rules but the problem
remains.

When I goto Object Manager > Tables > Design > Rules ...
and there is no rules for that table and click the X button it returns
the error message:

"RBG65.exe has generated errors and will be closed by Windows.
You will need to restart the program
An error log is being generated."

Is the database safe to use when  this happens?
Any suggestions?

You mean Object Manager > Tables > Design > Rules ...

Looks like the corrupted RULES table.

To fix SYS_RULES Table:

01. Either use R:Scope 6.5++

     RSCOPE65 > CONNECT dbname > Fix > Structure > Tables > SYS_RULES

     or

02. Make a backup copy of the database

     Launch The Glorious R:BASE 2000 (ver 6.5++)

     At the R> Prompt:

     CONNect dbname IDENTIFIED BY userid password

     SET NULL -0-

     OUTP SysRules.STR
     UNLOAD DATA FOR SYS_RULES
     OUTP SCREEN

     DELETE ROWS FROM SYS_RULES

     INPUT SysRules.STR

03. Now try:

     Object Manager > Tables > Design > Rules ...

Also, you should download the latest and greatest beta of
Inline Patch-3, Build:1.859xRT03.
