It has been nice to see a few different experiences described here, some of 
them _very_ experienced! My experience with Herons (almost identical to 
Rams) has been similar to what others have described. There is a fair 
amount of flop inherent in the front end geometry, which is exacerbated by 
a load on the handlebars. On the other hand, putting some weight into 
low-riders slows down the steering response and mitigates that effect while 
moving. Of course, when the bike is standing still, weight in low-riders 
will still induce flop, but not as much as weight up higher. I very much 
prefer carrying a handlebar bag for day-long rides, for the convenience of 
grabbing stuff while rolling. I didn't mind the change in steering feel on 
my Heron; it rarely showed up (not much sustained steep climbing around 
here) and so wasn't a big trade-off for the convenience.

I also had a strange effect on two Heron road bikes, where carrying both a 
handlebar bag and a saddle bag induced shimmy. I was able to replicate it 
between two frames. I haven't heard of anyone else having the same issue.
