[SPARK-14689] [SQL] [TEST] Ignore "SPARK-8020: set sql conf in spark conf" and "SPARK-9757 Persist Parquet relation with decimal column" in HiveSparkSubmitSuite Looks like they take a long time to resolve dependency (these two tests are using hive 0.12 and 0.13's jars, which will be downloaded from maven). If these two tests are too flaky, we can ignore them.
