I still don't know how BC/BS entities identify themselves if they don't
all have NAIC Company codes.  Can someone let me know?

But outfits are always merging and acquiring - and our registry and
Electronic Partner Profiles (CPP) can easily accommodate these
eventualities.  There's really no need for cutover dates (at the routing
level), since the obsoleted ID can still be searched on to either (1)
produce a dummy CPP which in turn points to the surviving entity's CPP,
or (2) retrieve the surviving entity's CPP directly (which contains the
obsoleted ID as a non-preferred search key).

Not to muddy the waters any more but Trigon BC/BS and Anthem BC/BS
announced today they are merging.  It will be interesting to see if they
completely merge (one payer ID) or are maintained as 2 separate entities
(unlikely).  There might be issues like payer ID and or Plan ID cutover
dates.  It will be interesting to watch because there are other mergers
in discussions.
