Oliver, While that's a laudable goal, I doubt its attainable. Renumbering problems break down into two general groups: 1. Problems which are within the administrative control of the renumbering network. 2. Problems which are outside the administrative control of the renumbering network. Group #2 issues (like antispam filters and faulty DNS caching) is where renumbering falls apart: you can control what you do and when, but you can't control what everybody else does.
