Fujita-san, Ubuntu syncs its packages from Debian, so the best way to get them into the official repository is to become a Debian Maintainer and upload them to the main Debian repository. That way they will get into Ubuntu automatically.
https://www.debian.org/devel/ For current and past Ubuntu releases, the best way to provide packages is by using the PPA: https://help.launchpad.net/Packaging/PPA Best Regards!
