First - thanks, Jason, for taking this on. I think the rref approach makes a lot of sense for a change this big, and will be really useful for educational settings moving away from calculators (like me this term!). If we then want to replace instances of echelon_form, it can happen at its own pace.
About 150 of the 821 instances of "echelon" in the source are in sage/ modules/free_module.py, and all but about 100 of the remainder are in sage/matrix/*. Perhaps dividing the Sage surgery along some division of directories/modules would be effective. I'm in for some of that. Rob
