I suppose you can edit install-spkg in unpacked gd spkg, i.e.
SAGE_ROOT/spkg/standard/gd-2.0.35.p4.spkg
ans specify --with-libiconv-prefix=... in the ./configure call.
That looks very sensible to me. I created a ticket for it, but don't have
time to do it now.

Unfortunately, I didn't manage to get it work ! I had to hack by hand the
into makefile... and then make install...
By the way, I got the same problem on a
massena-~ $ uname -a
Linux massena 2.6.23-gentoo-r6 #1 SMP Wed Feb 6 21:49:58 CET 2008 x86_64
Intel(R) Xeon(R) CPU X5365 @ 3.00GHz GenuineIntel GNU/Linux
massena-/etc $ cat gentoo-release
Gentoo Base System release 1.12.9
moving /usr/bin/iconv and /usr/include/iconv.h out of the way made it possible
to build
gd
So nothing wrong with the libiconv in SAGE_LOCAL
