I have K3, P3, KAT500 and KPA500 with Navigator to Win 8.1 system
working fine  - just had to redo the whole thing due to an 'house issue'

I believe this PC connection is only for firmware updates for the KPA-500.
the "operational link" between the K3 and KPA-500 is via the ACC connector.

The KPA500 is not in the chain. It needs its own connection to the PC. So your 
chain will look like:

Computer Port 1 <-> KPA500
Computer Port 2 <-> PE <-> K3
