I interviewed Jeff for Jockey Slut last week (I'll post it to the list soon)
and we touched on this subject. Here's what he said (these quotes don't
appear in the finished 1400 word piece), which kinda points to an answer to
your question.

"I suppose that it goes back to the reason why I moved to Chicago in the
first place. It was mainly because of the perspectives. There [Chicago] is a
location from where I can look at Europe from a distance and Detroit from a
distance, and I don't have to run my business from right in the middle of
things. So if I want to escape from it I can very simply just not go to my
office and I can forget about it. I don't see anyone walking down the street
that was at a party I did last night or something like that. I spend more
time in Europe than I do in the States, I have family in Chicago and all my
family is in the States, but my daughter is in Germany. So I have interests
on both sides, you know."

"I was not born in the city [Chicago], I moved there from New York and I
moved to New York from Detroit, so it was partially out of strategic desire
and I found New York to be a little bit too political and difficult to run a
very small, simple record company."

I love the fact that he refers to Axis as a 'very small simple record
company', too!

about 5 crates of plates, I immediately freaked out and took them all...

Mills only keeps around 300 records, apparently. The rest he chucks away
(literally, obviously!). I've seen him do this tossing over his shoulder
stuff as well, and I doubt they are worth keeping anyway after such
treatment.

Chicago is his headquarters but he has a place in Berlin also for when he is 
abroad.  I'm not sure why he doesn't play in Chicago but I can find out.  =)

the sleeve that the record came out of, putting the record in the sleeve,
putting the record back in my box... I tend to stack them and then sort out
everything once I have finished my set.

I am pretty sure it's that putting the record away is too time consuming,
with Mills, that's something that I can understand.  So if there indeed a
barrel, I'm sure it wasn't to throw records away, more rather it was to
contain them for easy recovery after a set...

yeah that was the event! LOL.no barrel huh?i did really see it(i
was sober too). you could only get a glimpse of it from the side balconies.
it was probably just a random thing that was on stage and he was just
chucking records that skipped into it. funny. unless he has it in his
contract, " two turntables, one 909, one large trash barrel" :oD

out of the sleeves and play them and then toss them on the floor in a
pile...2 piles actually.  one for the sleeves and one for the vinyl...i wish
i had all those records so that i didn't have to take care of my either...it
could have been because he was really stoned...

The closest I've seen to this is when I saw DJ Krush a couple of years back.
On the stage that he was playing on, he had a pretty darn large pile, no
heap, of records, out of their covers, just thrown there in a big heap. He
