Provision of scribe is a well-established conention. The S E Rail denied

this
is why the CCPD cannot force it upon the bank.

This is just my guess.

Hello,

My friend wrote to the CCPD for scribe in the departmental exam in South
Eastern Railway. Yesterday a fax received the office asking to allow
scribe
for the candidate. Although the department is not going to allow scribe
in
tomorrow's exam, they have promised to make some special provision soon.
Many such decisions have come from the Hon'ble CCPD. This time it came
within 9 days. That's why I thought I should write to the list.

Hello,
Instead of writing to CCPD, it would be better to get interim relief
from the concerned high court by filing the writ petition.
The 30th march is quite near, yet you have all the time to file
complaint with higher authorities and issueing the legal notice
thereafter. Courts are very reluctant to issue interim relief if you
have not exhausted all the remedies before filing the writ . Please
remember that the Writ under art 226 is the last recourse to seek
the

justice.

I have got some contacts in Calcutta, if you want I can check if
they

can take up this case.

It's no secret ballot for the visually challenged
citizens disability not to vote in elections independently is
equivalent to non-citizenship.

I am Glad to know that you are doing a story for your paper on
expectations of disabled people from State Election Commission.
Though, I am not from Karnataka, but would like to draw your attention
to a TOI story published on fifth March 2013.

MYSORE: Hundreds of visually challenged voters in Mysore won't be able
to cast their ballots in secrecy; they will have to vote with help
from their friends or relatives in elections to the urban local bodies
and, later, the Karnataka assembly. Reason: electronic
http://articles.timesofindia.indiatimes.com/2013-03-05/mysore/37468921_1_secret-ballot-urban-local-bodies-vote
"The Election Commission or the district administration should take
measures to allow us to vote secretly," says Siddaraju, a physically
challenged person. He suggests the commission affix Braille numbers
alongside candidates' name "so that we can vote without help from
others". Also, authorities can consider installing an interactive
voice system on EVMs.

An official at the Nanjangud general hospital, Siddaraju, 32, says he
has voted four times with help from others. "Don't you think our votes
are important especially in urban local bodies elections? We, too,
want to keep our votes secret."

According to Siddaraju, there are about 500 visually impaired voters in Mysore.

Arun Kumar M R, a graduate assistant attached to the Helen Keller
School for Blind, Thilak Nagar, told TOI that the visually handicapped
have been facing difficulties ever since they became eligible to vote.
"I have been voting since 1986, but when I was away from Karnataka for
some time, I did not participate in the democratic process. I voted
when I was in Kodagu, Bangalore and Mysore, but with assistance from
family members." Theirs cannot be a secret ballot unless the
government acts, says the 45-year-old teacher.

Chandrappa M G, 58, and Madaiah, 55, both attached to Sri Rajakumari
Doddamani Ashrama for differently abled persons, face the same
inconvenience. They say the government should take measures to
facilitate visually challenged voters.

Deputy Commissioner Ramegowda was not available for comment.

2013-03-29 Thread Raaj
I don't have good opinion with banking ombersements. After getting their
reply as "banks can follow their own rules with these issues". I got this
reply for sending my complaint to them. And they have closed my case.

I'm approaching this CCPD only after getting such a reply from banking
ombersement.

The Delhi High Court has directed the Union Government and the Delhi
Development Authority (DDA) to frame within three months schemes for
preferential allotment of land at concessional rates to
differently-abled persons in the Capital.

A Division Bench of Justice Darmar Murugesan and Justice V.K. Jain
passed the order on a petition by the All-India Confederation of
Blind.

The petitioner submitted that neither the DDA nor the Central
Government had framed a scheme in accordance with The Persons With
Disabilities (Equal Opportunities, Protection of Rights And Full
Participation) Act, 1995 which, among other things, enjoins upon the
governments and the local authorities to frame schemes in favour of
the persons with disabilities for preferential allotment of land at
concessional rates for houses, business, recreation centres, special
schools, research centres and factories.

Allowing the plea, the Bench said: “The respondents are directed to
frame, within three months, appropriate scheme(s) in favour of persons
with disabilities, as defined in Section 2 of The Persons With
Disabilities (Equal Opportunities, Protection of Rights And Full
Participation) Act, 1995, for the preferential allotment of land at
concessional rates for setting up of special recreation centres;
establishment of special schools; establishment of research centres;
establishment of factories by entrepreneurs with disabilities.’’

It also directed the DDA to “incorporate a condition in future
allotment of land made to co-operative societies requiring them to
give preference/reservation to the persons with disabilities in the
flats to be constructed by them on the land taken from the DDA.’’

It further directed the DDA “to permit the guardians of persons with
mental disabilities to apply for allotment of flats or shops on behalf
of and in the name of the persons with disabilities.

Provision of scribe is a well-established conention. The S E Rail denied
it
on a baseless ground. Banking facilities are still something new. Maybe
this

is why the CCPD cannot force it upon the bank.

This is just my guess.

I'm glad you got your judgement or whatever in just nine days. But as per
my
case, it is pending for a long long time with CCPD. I'm asking for
unrestricted internet banking from state bank of hyderabad and they are
denying it. CCPD is also just being slow in my case, though. I dono why.

Hi,
IN this case, Try to talk to Mr. Pincha directly. You can also write
him through email.

They don't want to hear of computer skills. The candidate does not

Hello,
Instead of writing to CCPD, it would be better to get interim relief
from the concerned high court by filing the writ petition.
The 30th march is quite near, yet you have all the time to file
complaint with higher authorities and issueing the legal notice
thereafter. Courts are very reluctant to issue interim relief if you
have not exhausted all the remedies before filing the writ . Please
remember that the Writ under art 226 is the last recourse to seek the
justice.

I have got some contacts in Calcutta, if you want I can check if they
can take up this case.

Hello Jyothi,

If your computer runs on Windows 7, press Alt plus N to open a menu
with three options namely, open, save and cansel to select from, and
you can use tab to get to the desired one and press Enter on it. In
case you wish to have the "Save As" dialogue box displayed, press the
down arrow after getting to the Save button. I guess the "Save As"
dialogue box will automatically open upon hitting Enter on the
download link in a machine which works on Windows Vista.
Hope this helps.

 Hello,
Instead of writing to CCPD, it would be better to get interim relief
from the concerned high court by filing the writ petition.

[AI] Disability cuts come with a dehumanising rhetoric, By Frances Ryan

2013-03-29 Thread avinash shahi
'As people with disabilities, we are no longer citizens but leeches: a
drain on a society we’re seen as not contributing to and is said can
no longer afford us.' Photograph: Sarah Lee for the Guardian

guardian.co.uk, Thursday 28 March 2013 17.09 GMT
http://www.guardian.co.uk/commentisfree/2013/mar/28/disability-cuts-dehumanising-rehetoric

To be disabled these days is perhaps the most hated version of the
"skiver". From 1 April , these "skivers" will start to see much of
their support crumble – not with one welfare reduction, but several.
Research released on Wednesday shows thousands of disabled people will
be subject to up to six cuts simultaneously. About 3.7 million will
experience a reduction in income. The very worst off could lose up to
£23,300 each over four years, as multiple attacks combine to make
those already struggling suffer.

By 2017, as a group the disabled will have lost £28bn of benefits. The
members of society who, by definition, need more support than others
have been chosen to take a disproportionate share of austerity's
burden. Worse, it fits within a growing, creeping rhetoric that says
it should be no other way.

As people with disabilities, we are no longer citizens but leeches: a
drain on a society we're seen as not contributing to and is said can
no longer afford us.

It's a specialised, particularly nasty, version of a wider, changing
attitude to welfare. One that has turned necessity into a point of
shame.

We are not all in this together. Strivers and skivers? Human beings
are categorised and, tellingly, divided. Benefits are not entitlements
now but handouts, and a claimant doesn't need to be fraudulent to be
perceived as scamming the system.

The terms in which welfare is being framed is changing how we view
welfare itself. Our responsibility for our own condition – our
poverty, our unemployment, our disability – has been increased as our
responsibility to each other has been reduced.

We are at a point where state support to pay for food or personal care
is said to be too easy to get and being in that position is viewed as
desirable. It doesn't matter that the disability that goes with it is
not similarly desired because, in this warped debate, the person and
reality of their life isn't seen. It's the natural byproduct of
rhetoric that dehumanises. Faces become figures. Empathy erodes and
ignorance prospers.

We've convinced ourselves that about £100 a week employment and
support allowance (ESA) is not only an amount a person can live on,
but one large enough to envy. And that a benefit such as disability
living allowance (DLA), which helps a disabled person leave the house,
is not one of the basics of a humane society but an expendable luxury
that can be removed. We've been told it – by people whose interest
it's in that we believe it – and we've listened.

What we are seeing is an attack on the most vulnerable, clouded and
reframed as fairness, through the use of deceit and fear. The idea
it's based on – "skiver v striver" – is an entirely false dichotomy: a
picture of the economy and the people in it that doesn't exist.
Awarding a disabled person DLA can actually reduce their need for
further welfare as the money is often used for transport that helps
them hold down a job. Unpaid carers save the UK an estimated £119bn
every year in potential care costs and so, far from "skiving", are
saving the economy billions.

But to justify benefits in this way – as in how much you save the
taxpayer – would be to be complicit in the very divisions that need
rejecting, to go along with the myth that some people are deserving of
help and others are not.

Human beings are more than numbers and a welfare system should be
based on more than utility. Every person has worth and is a member of
society. As April brings more disability cuts that promise to deprive,
isolate, and degrade, it's something to remember.

Re: [AI] Scribe for Departmental Exams.

2013-03-29 Thread Amiyo Biswas

Hello,

My friend wrote to the CCPD for scribe in the departmental exam in South
Eastern Railway. Yesterday a fax received the office asking to allow scribe
for the candidate. Although the department is not going to allow scribe in
tomorrow's exam, they have promised to make some special provision soon.
Many such decisions have come from the Hon'ble CCPD. This time it came
within 9 days. That's why I thought I should write to the list.

him through email.

I asked him to try legal steps. But he is afraid that it will cause

clerical and if he cannot write himself, he cannot perform his office
jobs.

They don't want to hear of computer skills. The candidate does not know
computer yet. Anyway, i shall discuss the matter in detail with him. I
have

asked him to request the employees' union to make sure that at least he
can

sit for the exam. If the CCD's order is not in his favour, his exam may
be

cancelled at any time.

Hello,
Instead of writing to CCPD, it would be better to get interim relief
from the concerned high court by filing the writ petition.
