The reason for changing the format with an automated command is the automation.
If I have to replace 100 occurrences, I don't want to do each one separately.
(How many keystrokes is that?!!)

I need to replace E,C with 0x20C. (xml markup shown to clarify what
I'm trying to replace, and there should, in this case, be no markup in the
replacement. In other cases, I need to specify the markup.)

I have also attempted to do the exact same steps to reproduce this. By opening
windows character map located under start menu, in programs, in accessories, in
system tools. Then by changing font to the "symbol" type I copied a few of the
characters and spread them throughout a ppt. I then attempted to search for them
with find/replace, using ctrl-f to open it. The find/replace dialog does not
support the "symbol" font but it also will not find the symbol character that
does exist within the ppt. I make note of it not finding the symbol because I
also tested this on other editors (wordpad, powerpoint 2007), and they also
would not display the symbol font but would still find the character associated
with it. The symbol character not displaying in the find/replace box may not be
a defect, but not finding the symbol character would be.

This is an enhancement and no defect.
In my mind there is no sense to change the text formating with the find replace
dialog.

In the find/replace dialog, I can't replace with a specific font character. E.g.
If I use the windows character map to copy a "symbol" (font) character and paste
it into the "find" or "replace" box, it displays the wrong character.
