You can also use Format / Character or Format / Paragraph.
In my mind this is not a defect but an enhancement.

2007 ---
if multiple text boxes are selected, the "text formatting" toolbar disappears,
and one must right click the (invisible) perimeter of one of the text boxes, and
select "edit character" or "edit paragraph" (or use menus) to format the text.
