School taxes are set independently from municipal taxes. Do you know
how property taxes are figured? You firgure how much you need, subtract
all other sources of income and the rest has to be made up through
property taxes. Doesn't matter what combination of assessment or rate
you use. You need to get the number. The schools have a budget and the
municipality has a budget. They tax to meet the budgets. That's it.
That's all. One has nothing to do with the other. We are paying lss tax
because of Abbott funding. The city is not pocketing what wold have
gone to the schools. ts not the city's money. No Abbott funding, all
else being equal, city taxes stay the same and school taxes skyrocket.
Except of course for the new condos.

That was accounted for in the plan, but not the plan. It certainly
was not the plan to have nothing done for as long as it has (on the
waterfront). This city is once again held hostage, however, counting
25 years left in the plan, maybe a bit longer than the bankruptcy
court. MM means well but they still do not have a plan. You need a
plan and need to implement it.

The general rate is the total tax rate comprised of county, school
and municipal rates. The local rate is the school and municipal rates.

It is my experience that many low-income areas have high tax rates.
What is more important is effective tax rates, which I think your
following link addresses. What I think that is is measure what the
actual or nominal rate is based upon the promulgated av's and
equalization ratios and what the rate is based upon the equalization
rate (percentage of value represented by assessment or av). If you
were truly assessed at 100% of market value (which is a moving
target) the general rate and effective rate would be equal.

I don;t think it is going into the area of what you are actually
paying based upon what the "real" equalization rate is. For instance,
assume the equalization rate is 50%, meaning that if your av is
$200,000 the assessor says your property has a markey value of
$400,000. But if your property is really worth $600,, the real
equalization rate is 33.33%, and then even an effective tax rate
would be even lower considering this equalization rate.

Smoke and mirrors. What people want to know is how much am I paying
and what do I get in return. If you ask me, you pay a lot and get
little in this town. We pay so much because ou city spends so much.
Why do they spend so much? Man there is a lot of fat that needs to be
cut in this town. Too many old time families with connections in this
town on the city payroll. Who do you think a lot of those posters
were on this forum. I won't mention names.

Sad part is that the powers that be keep getting into office because
it is these old timers that do the voting. A lot of the new comers
(and I will include the past ten years) can't or don't vote here
because of various reasons. Too many entrenched interests in this
city government. That is why nothing improves. They want the status
quo to remain. Good feeding.

Why stop there? Since marriage is for procreation, any marriage without the
ability to make babies should be outlawed.

Sterile heterosexuals should not be allowed to get married.

All women past menopause should not be allowed to marry.

All senior citizens should not be allowed to marry.

Maybe we should also look into heterosexual males with slow-swimming sperm,
too.

Heck, since currently married heterosexual adults cannot procreate, we
should outlaw their sexual intercourse so their energy can be redirected
into less frivolous activities.

As for promiscuous, let's ask Newt Gingrich about the definition.

[AsburyPark] Drug Testing in Schools

2007-03-24 Thread asburycouple
I just saw on TV that the Hanover Park NJ schools are going to begin
dug testing on all students. While controversial the stated objective
is not to punish but to both deter use and to identify those kids who
need help and get it to them.

One of the interesting comments I heard in the report was from some
students, who said the drug testing enabled them to have an excuse why
they wouldn't do drugs when offered by friends. I can relate as when I
was in High School my involvement in sports was an accetible reason for
me to turn down these types of offers without any hard feelings or peer
pressure.

I'd be interested in thoughts on this kind of policy for AP schools.
While the ACLU has already said they will fight this policy, the courts
have generally ruled against policies that single out indivuals or
groups but allowed broader non-discriminitory types of things. If this
kind of policy can help kids who try drugs before it's too late, remove
hard core drug users so others can learn in a safe environment and give
kids an acceptable way to avoid peer pressure I am all for it.

Go start a Long Branch board and see if you can offend people there.

The Triangle should never have been up for sale in the first place, it
is Public Property

The same goes for the entire beachfront and associated buildings.
Aslo the parcels between the Casino and Palace along with the

Sale of these Public Properties - all a huge error in judgement, and
in my view a violation of the "public trust". That is to say it is the
responsibility of a municipal body to propect and preserve the assets
