Asbury Park, New Jersey is a confused City of 17,000 residents, a
number that decreases during the business day as students, corporate
and business employees, hospital and health care workers and shoppers
leave to go elsewhere. It is a community with poor, diverse 
neighborhoods, an unused downtown, and the wasted potential and
history as a cultural arts center.

Within a few city blocks converge no corporate headquarters,
a poorly rated school system, no institutes of higher learning, the
country's longest drawnout redevelopment project, two crumbling
historic buildings, three unused theaters, and several over priced 
antiques shops.

As a long time observer and student of Asbury Park History
now serving as the City Historian in Exile for Asbury Park,
I encourage you to take stock of reality, learn as much about
what has happened here you can and demand better planning for
this City.

But there are 24 hours in a day - those shows, while they do attract 
a good crowd, in general, do not support such places as a Subway or 
Rafferty's during the day. Read on:

You're right.  What happens in one town doesn't mean it will work elsewhere,
but why would I go to a town like Asbury Park to shop or eat out if I can't
find a place to park?

I think it goes both ways.  You give me easy access to parking and I'll
come.  I've found myself going to New Brunswick an awful lot simply because
it's easy.  I'd rather park and walk than spend my time searching for the
last remaining space.  Of course, many won't even look... They'll just
leave.

And that's why Asbury should think more about parking.  Whether or not you
want garages, parking is a problem that's only going to get worse and I
think you've pointed that out before.

You're right, but I also see hundreds of people who are not there for the
hospital, don't work there, and don't attend Rutgers.  Places like the State
Theatre and George Street attract visitors from around the state (as the
arts generally does...)

And, places like the Stone Pony, the Saint, Convention Hall and the
Paramount Theatre are destination points as well.  Ask the Stone Pony where
the majority of their visitors live... Normally, it's not Monmouth County.

Your observations are quite good, and actually highlight a common 
error people make. That is, concluding that since something works in 
one community it would work in another. Asbury Park is so different 
from New Brunswick that a leap of faith such as that can not be made.

AP has no University, no Corporations, no Hospital, no major rail 
line, etc,. AP had, as its "industry", recreational tourism. That has 
now been eliminated and replaced with high density residential uses.

The parking Decks in NB are a direct response to the need. The 
parking did not cause those resources to spring up. Quite the 
opposite, the land uses created the need for the parking.

New Brunswick has built in clients. The hospital, rutgers, offices and 
destination points. A train station that you can feel decent about 
leaving your car. Within 5 miles, you have enough office workers to at 
least get some to come to downtown to eat. Having done that while 
working in Piscataway at least once per week, paying an extra $2.00 for 
my lunch - just to park. Might of done it more often, had it not been 
that $2.00 fee.

That area has turned around - after probably a billion so far in 
spending.

It would be interesting to see a study of parking decks in New Brunswick and
how they affect the traffic throughout the town.  Of all of the towns we
distribute our paper to New Brunswick has the most parking garages.  There's
at least 3-4 major size ones.  Most, if not all, seem to be full each day
with parking at about $1 per hour up to $12-15 per day.

New Brunswick is also a town with a tremendous amount of foot traffic
throughout the town.  While there are tons of big businesses there, much
traffic is from people shopping, eating in the restaurants, and attending
live events.  Personally, I think the town does so well because they have
made it very easy for people who don't know the area very well to find
parking.

Now, Werner is right in that New Brunswick has offered their parking garages
on the side streets (with plenty of signs for the garages on the main roads)
and that's probably the best way to do it; however, the important thing is
giving people a place to park.

If Tom will tolerate day trippers patronizing Asbury's bars,
restaurants and entertainment, they'll have to be provided parking or
that business will wither.  Call them whatever makes you comfortable,
lots, decks, garages, etc they'll need to be in close proximity to
venues, and I doubt they'll turn significant revenue.  

Reidy seems convinced that "pay parking" is going to be a sort of home
run for Asbury, I doubt it.  Towns lost the retail war over free and
easy parking, consumers have been trained for 50 some years to expect
parking or travel to where it's available.  

I've asked Terry if he's seen any cost/benefit analyses re parking
meters; they must exist and for a town like Asbury I can't imagine
revenue and fines recover initial investment in anything but Fishman
time, i.e. 30+ years.  

Further, why piss-off out of towners with a disincentive to come here?
 Being the exception to the rule of sneaking up on parked cars to levy
fines, would I'm convinced pay big dividends; reminds me when I first
moved to Toronto, they have signs in all the city parks "Pease walk on
the grass", sidebar, today they even welcome you to smoke it.
