Of course it does. One queued more in the game, so worst case up to 15
minutes more.
Similar to what the ssh upload queue on ravel takes on extra time, it
works the same way (if yoou ignore the ssh/ftp difference).

Indeed. Seems i forgot the one call to "gpg" to create the .gnupg
directory (even if its otherwise entirely unused).

Upload the .changes again, the rest of the files are still there. This
time it should actually work. :)

we got a request to have an upload queue somewhere in the european area,
as uploading to the us might be slow and lead to warning mails from the
queued on ries. So well, here it is:

ftp.eu.upload.debian.org

Use it as you use ftp.upload.debian.org, its the same software in the
background, thus supporting all the commands files too.
