Well, the idea here is (and that's basically an assumption of mine, the behavior is that way for longer than I work on the product) that the "insertion row" is a "virtual" (n+1)'th row of our form, so pressing "next" repeatedly lets you travel through all those n+1 records. Whether or not this is a good user experience - phh. Personally, I never considered it problematic. But my gut feeling is that's question pretty hard to decide.
