  Expected Behavior:
  I expect when all applications are closed, no menu options or window controls 
should remain on the top menu bar.  I expect to be able to use keyboard 
shortcuts after closing all programs without having to click on the desktop 
first.  I would also prefer no menu items on top menu bar when applications are 
minimized.

  Actual Behavior:
  1.  Window Controls remain on Top Bar after Program Close
  When I close a program, most of the menu options disappear, but the close, 
minimize, and full screen buttons remain on the top menu bar.   Also, keyboard 
shortcuts do not register after closing a program while those buttons remain on 
the menu bar.   After closing a program I must then click somewhere on the 
desktop  to get the buttons off the top menu bar and to be able to once again 
use keyboard shortcuts (such as Ctrl+Alt+T for example).  Screen shot of issue

  2.  Menu Items Remain in Top Bar after Program Minimize (this may be a design 
choice and not a bug, but it seems related)

Update:

I switched back from "Show the menus for a window - in the window's
title bar" to "-in the menu bar" and have not had an issue since with
not being able to close a window using the "X" button.I suspect it's
a bug related to that change.

I will provide an update if I run accross this issue again, but so far
so good for now.
