I have never had auto login enabled and have had this problem since
upgrading to 13.10. It's still there in 14.04 100% of the time. The
workaround I have been using is to open a terminal window and enter the
following command:

 /usr/lib/unity/unity-panel-service&

I was really disappointed that upgrading to 14.04 didn't fix the issue.

I have created test user accounts and found that every user experiences
the problem.

Also, the icons are present in the login screen.

Another workaround is to use something other than Unity. Gnome works
just fine.

  gear icon for shutdown, the date, the sound icon and some others. The

  so that the screen locks, I the gear icon appears in the top status
  bar and works. I have also added a new user to see if the issue has
  something to do with my account. The new user also has an empty top
  status bar.

  The issue happens for both dual monitor and single monitor
  configurations. When the second monitor is connected, setting launcher
  placement to "all displays" does not solve the problem. Neither does
  mirroring the displays.

  Everything worked just fine with 13.04. The problem appeared
  immediately following upgrade to 13.10.

Tom,

If you are experiencing the problem 100% of the time, then the bug
you're seeing is likely 1253693. I opened that bug report several months
ago. It's still unresolved. I just posted some work-arounds to that
thread.

In my situation, I do get some indicators. For example, Dropbox. But I
don't get date/time, sound or the gear icon.

I discovered that unity-panel-service isn't running. If I start it from
a terminal window, then I get all of the indicators in the top status
bar.

I don't know why unity-panel-services fails to run when I log in.

I'm getting closer. I found that unity-panel-service wasn't running.
However, I can run it in a terminal window and it works. That is, I get
the date, time, sound and gear icons in the top status bar. E.g.

/usr/lib/unity/unity-panel-service &

A number of warning messages are displayed:

If by "right side desktop icons" you mean the clock, shutdown gear icon,
etc., in the top status bar, the workaround I use is gnome. On the login
screen you can change your windows manager to gnome or gnome-flashback.
It could be that when you first login you're still stuck with the ubuntu
default. But if you reboot and login again, you should have gnome which
will at least give you the shutdown button and the time.

It's not that gnome is great. But at least I get the clock display and I
don't have to call up a terminal window to shutdown.

I'm wondering if this is a Python issue. Under 13.04 I needed Python 3
and uninstalled Python 2 only to find that Dropbox would no longer work.
So I reinstalled Python 2 and played with the symbolic links so that
both 2 and 3 would work. While it looks like both Python 2 and 3 are
working as they should following the upgrade, I enabled apport and a
"Sorry, Ubuntu 13.10 has experienced an internal error" pop-up
displayed. Looking into the details, a HookError_medibuntu message
showed a Python syntax error in medibuntu.py, which turned out to be a
Python2 vs. Python3 error. Apport, or whatever it is that generated the
HookError_medibuntu error is using Python 3 instead of Python 2.

Here's the code that generates the syntax error. The except clause is
written for Python 2:

if report['Package'].split()[1].find('medibuntu') != -1:
report['CrashDB'] = 'medibuntu'
except ValueError, e:
return

I was suspecting maybe the changes under 13.04 that I made in the links
for Python were the source of the problem. But, I did a fresh install of
Ubuntu 13.10 in VirtualBox and the links looked to be consistent with
the upgrade installation. Specifically:

/usr/bin/python
mark@mark-desktop:~/Desktop$ ls -la /usr/bin/python

Still having the problem repeatedly where the gear icon, clock and more
don't show up in the top status bar. Repeatedly. Every time. But things
have gotten both better and worse.

I found that if I select gnome or gnome flashback that everything is
fine. That is, the gear is there and I can pull down the
shutdown/logout/reboot selection. It's a little weird in that the time
did not show up until Network Time was turned off.

So that's the 'gotten better' part.

If I go back to 'ubuntu (default)' at login I no longer get the top
status bar OR the menu bar. Both are gone completely.

Also, I'm not sure if this is how it's supposed to work or not. If my
windows manager is ubuntu(default) and I let the screen time out so that
I get the login screen if I select gnome to login it's still in the
ubuntu(default) windows manager, which means no top status bar and no
menu bar.

I tried Dac's suggestion, but it didn't work for me. I am using a dual
monitor system on a desktop. When I did the setsid unity, my menu bar
disappeared. I normally have it on the left side of my left monitor.
After rebooting, I had the menu bar on the left of both displays, but no
clock and no gear icon in the top status bar. I tried mirroring the
displays, but still no top status bar (except for Dropbox and the
Network Manager).

  Impact: sometime indicator-session or datetime go missing in unity

  Test Case: start sessions until that happens (or not)

The solution that worked for stachowski-mateusz did not work for my
case:

Upon upgrade to 13.10 from 13.04, all of the icons in the taskbar at the
upper right disappeared after login. That is, when the login screen was
present, the gear icon , time, etc. appeared. After login, the top
status bar is completely blank. I have rebooted several times and the
problem is very repeatable. I have a couple of sample users on this
desktop and logging in as one of them has the same results. That is, no
gear icon for logout/shutdown/reboot or clock or anything else.

I did an update around 8 PM Eastern time today, rebooted and the problem
remains.
