You can check this with
# locate radiusd
or
# whereis radiusd

No, but there is nothing to it. Just add radiusd (probably
/usr/local/sbin/radiusd) to startup script (probably /etc/rc.d/rc.local).
It should be after mysql or ldap if you are using them.
