Dr. Luis Proto Barbosa 
Was a very famous ‘dotor’ doctor /Physician at least until early 80s or until 
he become a minister
He had his motor bike (Honda I think) which make louder noise like that of 
bullet.
At night, when people  hear the bike sound, they said ‘konn tori boro nam 
mista..’ Next morning
people asked each other where or who the doctor visited to
He was always there for the people no matter what time of the day or night.
Imagine, there were no proper roads and street lights at
that time but he always made it on his own, even in the middle of the night on 
his bike.

When mothers were worried about their sick children he would say ‘ Kaim zaina 
go teka, tum bhinaka’
(Don’t worry he/she is fine). After consultation, when asked ‘dortor kitu 
poixe? (How much to pay) 
we often heard him saying ‘Marie, sang go teka kitu poixe te’
He had his consoltor (dispensary still exists)  just before Cansaulim Market, 
opp Old Post office 
Or closer to the new panchayat or PHC. 
Dr. Barbosa also had his consoltor at Utorda near Pondori posro, just before 
Musllint.(musonn ground) 
Consulting hours being late in the evening but we preferred going to Cansaulim 
which was not very far.
He took care of all of Cansaulim, Arossim, Cuelim, Velsao, Verna and upto 
Utorda/Majorda 
and as such he was prominent figure  at local wedding receptions 'savod' 
(raising toasts).
Besides, during tiatr or village functions  to say a few words.
He had his own style as a toast master, often we imitated him.
He started his speech ‘Mogall Bhau-bhoinnado’
He had very sharp memory too. I must have seen him after 24
years – Last time I accidentally bumped into him in 2008, he immediately 
recognised me... 

Of late, he spent his years at Adollem (near spring, down Birla road, Cuelim) 
where he had his farmyard.
I have last seen Dr. Barbosa at a funeral at Velsao church in 2008. See pics

As we know, Dr. Barbosa was an MLA,  Minister, Chief Minister and pro-tem 
speaker.

Dr. Barbosa has two daughters, one son (also a doctor Margao dispensary behind 
Grace Church) and regular church goer wife.

Ex-CM Dr Barbosa passes away

VASCO: Former chief minister Dr Luis Proto Barbosa (84) passed away in a 
private hospital at Margao on Thursday morning following a brief illness.


“Dr Barbosa, who was admitted in Grace Cardiac Hospital Margao for a 
kidney ailment, passed away peacefully at about 9 am,” informed his son 
Dr Noel, while speaking to reporters.


Dr Barbosa is survived by his wife Alice Vas e Barbosa, son, Dr Noel, 
daughters, Nalini and Nanet, and grandchildren.


Dr Barbosa was elected from Cortalim constituency for four times and 
once from Loutolim constituency. He was the member of first Goa Assembly 
in 1963. He was later elected to the House in 1967, 1972, 1984 and 1989.


He was elected as United Goans Party MLA for three terms and Congress 
MLA for two terms.


The former chief minister was one of the founder members of United Goans 
Party and associate of Dr Jack de Sequeira.


In 1984, Dr Barbosa was the urban development minister in the cabinet 
led by the then chief minister Pratapsing Rane.


In 1989, he became the Speaker and in April 1990, he was elected the 
chief minister in the Progressive Democratic Front government.


Later, Dr Barbosa left active politics and took up horticulture in his 
village at Cansaulim.


The funeral of the departed leader is expected to take place in 
Cansaulim on Sunday.

Dear JoeGoaUk, You spoke about the corruption in the mutation process.
A friend in the know mentioned that some of those occupying the
sub-registrar's office might have to pay huge monthly kickbacks to
politicians who got them in the slot. Which means, nobody can touch
them for any wrongdoing too.

Land, in a property heated market with so many expats not present, is
a crucial commodity here today, as we know. There is clearly need for
more control and transparency over what's going on.

Question: any of you have had first hand experiences with corruption in Goa?

I know of one former Goanetter, who wrote angry fusilades against
politicians here, but when he came to sell a significant bit of land
in Porvorim, quickly decided to sell it two a couple of controversial
brother politicians, who have a link to real estate.  Of course, we'd
do anything for "a better price". FN

say our landlord is not ST or SC.
Please note:
When you buy property from Landlords/ builders etc make sure
they don’t belong to ST or SC (Scheduled Tribe or Scheduled Caste)
bearing in mind some of
our Ministers and MLAs (builders or landlords)  belong to this category.

Advocate charged us Rs.250 for one page of Rs.20 stamp paper.
We then went to Panjim Mamlatdar office to submit the same.
He now says, We need to get a report from Talathi.
Whose Talathi? Our Agxi Talathi or Landord’s Talathi?
He said Landlord’s. He even says  submit the affidavit to him.

The educational qualification of Registrar cum Chief Executive Officer
of the North Goa District and Sessions Court Mrs. Aruna Gaunekar is
only SSC while a peon in the Court Mr. Paresh Gaonkar is doing his
second year LLB. Mrs. Aruna Gaunekar who joined as a stenographer and
later became Superintendent was promoted to the topmost post as CEO on
8th October 2010.

The Registrar cum Chief Executive officer is the overall in charge
having control and supervision over the Administration, Establishment,
Judicial, Accounts, Finance and Budget branches of the North Goa
District and Sessions Court. The Registrar cum Chief Executive Officer
is also responsible for the effective administration and has to assist
the Principal North Goa District Judge in the inspection of Courts and
the appointment, promotion, transfer and departmental inquiries of the
300 odd staff working at the North Goa District Court and the
subordinate courts under it.

The other duties of the Chief Executive Officer involve maintaining of
confidential reports of all staff of North Goa District and the
subordinate Courts while also handling all the confidential
correspondence including the files pertaining to the Departmental
Promotion Committee.

It needs to be probed whether Principal North Goa District & Sessions
Judge Ms. Nutan Sardesai manipulated the Departmental Promotion
Committee meeting to facilitate and ensure the selection of Mrs. Aruna
Gaunekar so that she could have her choiced person on the top post.
Amongst other eligible candidates there were graduates who were
sidelined despite the recruitment rules mandating that in selection to
the post by promotion preference had to be given to Graduates.

The recruitment rules to the post also state that if the post of
Registrar cum Chief Executive officer is filled by direct recruitment
a degree in law with three years legal practice was mandatory. So how
can one expect a person with SSC as the educational qualification to
discharge the duties and responsibilities as the Chief Executive
Officer of North Goa District & Sessions Court and its subordinate
courts.

All earlier Registrar cum Chief Executive Officers were at least
graduates if not Law Graduates The High Court should look into this
serious anomaly as the 54 year old Mrs. Aruna Gaunekar would otherwise
continue in that post for the next six years in rank violation of the
recruitment rules while doing grave injustice to that high and
important post as CEO of the North Goa District and Sessions Court.

shareholders, has slashed payroll from 80,000 to 60,000.  In the quest for a 
twenty five percent tax rate they have now 'created' the Tea Party which 
simply buys candidates for public office in bizzarania.
  I have watched the 'bizarroo' consume stuff that my pig and dogs would

TAG has formulated a scheme to promote tiatr culture among the children 
whose age does not exceed 19 years. The purpose of the scheme is to 
involve children and youth of the age up to 19 years in the production 
and staging of Tiatrs. With this aim in mind TAG will organize its 2nd 
Children’s Tiatr Festival in the fortnight of December 2011.


Educational Institutions/Sports & Cultural Associations/Individual 
Producers can participate in this festival. TAG will give a financial 
support of Rs.20,000/- to produce the Tiatr. This amount is to be used 
for meeting the expenditure of (a) Musical band (b) Light effects (c) 
Stage setting (d) Background music (e) Make up (f) Costumes (g) 
Refreshments for rehearsals (i)Transport, etc.


Maximum of 8 tiatrs will be permitted to participate in the 2nd 
Children’s Tiatr Festival. If there are more than 8 applications, then 8

Stop ore extraction in violation of Forest Acts, suggests PACPTI

The Manohar Parrikar-led Public Accounts Committee (PAC) on illegal mining
in Goa has recommended to immediately stop extraction and transportation of
ore, carried out in violation of the Forest Clearance Act (FCA) and the
Wildlife Act in the State.

The PAC, it is learnt, has pointed out that there has been extensive ore
extraction by violating these Acts.

The report has indicted forest department officials for not acting despite
having information about these illegalities by mine owners.

Also, the forest officials were in the know of the FCA and the Wildlife Act
but refused to act against the unlawful activities, it said.

“There is a direct reference to forest officials and it has been suggested
that they also should be investigated,” high-level sources said.

“Detailed enquiries need to be carried out to know how the lapses have
occurred and how responsibility is to be fixed on erring officials of the
forest department,” the report said.

Sources said the PAC has recommended punitive action of exemplary nature
against defaulting extractors.

The PAC report, which was submitted to the Legislative Assembly Speaker has
run into controversy after Congress legislators refused to sign it.

There is uncertainty whether the Speaker would place it on the floor of the
House on Friday, the last day for the session.

LONDON: UK today announced that Indian and other non-EU professionals will
have to return to their countries of origin after their work visa expires
instead of being allowed to settle here after working for five years.

Currently, immigration rules allow non-EU professionals to settle in Britain
indefinitely after working for five years.

This provision is likely to be soon scrapped under the David
Cameron
government's
plans to cut immigration.

Setting out several measures the Cameron government had taken since assuming
office in 2010, Home secretary Theresa May said: "Under Labour, temporary
immigration led to an automatic right to settle here. So we're breaking that
link, making sure that immigrants who come here to work go home at the end
of their visa".

Speaking at the Conservative
party
conference
in Manchester, May drew applause as she announced changes to immigration
rules that would enable officials to deport foreign nationals who commit
crimes in Britain, and seek to stay on using the right to family life under
the European Convention of Human
Rights
 (ECHR).

Earlier, immigration minister Damian Green reiterated the government's
commitment to tighten immigration rules, and cited two examples from Delhi
to allege abuse of the visa system for students and workers.

Recalling the annual cap of 21,700 for foreign workers, Green said: "I saw,
in our office in Delhi, a man being interviewed for his visa. He said he was
coming for a skilled job working on a busy production line making
machinery.

He needed an interpreter for his visa interview. He would not be safe on a
busy, dangerous production line".

Alleging abuse of student visas in India, he said: "We did a study in Delhi
last June, and found that more than a third of student applications
contained a forged document. We check them, but I am going to make sure that
the colleges make their own checks".

Green added: "We will continue to welcome genuine students, coming to study
at genuine institutions, some of which are the best in the world. But no
longer will we tolerate the abuse of the student visa for people who really
want to come here to work--that is going to stop".

Noting the alleged abuse of Human
Rights
provisions
by foreign criminals to stay on in Britain, May said: "We all know the
stories about the Human Rights Act. The violent drug dealer who cannot be
sent home because his daughter - for whom he pays no maintenance - lives
here.

The robber who cannot be removed because he has a girlfriend. The illegal
immigrant who cannot be deported because - and I am not making this up - he
had pet a cat".

She added: "This is why I remain of the view that the Human Rights Act needs
to go. The Government's Commission is looking at a British Bill of Rights.
And I can today announce that we will change the immigration rules to ensure
that the misinterpretation of Article Eight of the ECHR - the right to a
family life - no longer prevents the deportation of people who shouldn't be
here".

Shantaram Naik terms illegalities as irregularities,and finds it strange that 
Anna Hazare's supporters in Goa cannot wait for central government legislation 
to take shape for a Constitutional amendment  backed Lokpal and Lokayukta 
etc.The Goa cabinet reportedly wants to regularize illegal religious structures 
and under various guises, illegal construction and mining/carry on disastrous 
environment pollution for vote bank support! The PAC reports,both in Parliament 
and Vidhan Sabha, are not being accepted/blocked at every stage by ruling party 
members,so there is no discussion and follow up action in the House. Goa has 
finally passed the 2003 amended Lokayukta bill, which requires several more 
amendments to give it teeth!The Maharashtra Governor holding Goa portfolio has 
to give assent and maybe the law department will want the President to 
confirm.Then rules are to be notified to make it operational. Considering the 
hot waters government is in due illegal mining and politicians riches not 
commensurate with declarations,trust deficit with public, deliberate and 
unecessary delay cannot be ruled out. 
It is obvious that corruption cannot be fought through the existing corrupted 
political system by democratic means as envisaged by Rahul Gandhi and others! 
The cancer of corruption and festering gangrene in the political system cannot 
be cured by medicines and needs surgery. Since the ruling party controls 
Parliament, Anna's warning to the Congress, whilst castigating what is wrong in 
the BJP  ruled States is necessary and  timely!
