Today August 12th is the death anniversary of Goa’s first Chief Minister Dayanand Bandodkar while 17th October is the first leader of the Opposition Dr Jack Sequeira’s death anniversary. . But for Dr Jack Sequeira’s then tireless efforts during that historic Opinion Poll which was held on 16th January 1967, Goa today would have been reduced to a mere district if not taluka of Maharashtra with less than a handful of MLAs representing us. Though Dayanand Bandodkar may have initially been for merging Goa with Maharastra, he respected the people’s verdict and later with Dr Jack Sequeira as the fiery voice of the Opposition they toiled with a vision and passion towards the development of Goa. Unlike many of today’s politicians who are self-centered, they relentlessly raised and pursued issues concerning the backward, down-trodden, and neglected communities of Goa. Leaders of their integrity, honesty and commitment we may now never see in this shoddy arena of political pygmies. Dayanand Bandodkar and Dr Jack Sequeira dared to speak from their heart and always walk the talk. Only a few of such politicians still remain in our midst and will also be always remembered for the good they have done for Goa. About the rest and in particularly some of the current politicians in power who have been steering and navigating Goa down the tube there will be no obituary to write and no land remaining to even raise a Samadhi, leave alone a statue in their memory. It is imperative that students today in our schools and colleges should be made aware of the very rich and invaluable contribution to Goa by Dayanand Bandodkar and Dr Jack Sequeira. They cannot be consigned as our forgotten heroes. Jack Sequeira and Dayanand Bandodkar must be rolling in their heavenly abode at the way Goa is being uncaringly misgoverned today. As a school student I had the privilege of interacting with both Dayanand Bandodkar and Dr Jack Sequeira. I recollect with nostalgia witnessing those great debates by Dr Jack Sequeira in the Legislative Assembly and the pointed but witty replies by Dayanand Bandodkar. Today the Goa Legislative assembly has been reduced to a mere classroom kept entertained with the tales of Birbal being narrated. Politics today is no longer a mission, not even an honest profession. It has been abridged to a scoundrel’s last resort. It has become a ruthless business, with morals and ethics twisted, thrown to the winds, and long buried deep in the slush of ignorance and thuggery. Those belonging to a genre of politicians with qualities of head and heart cannot survive in today’s political pitch. It is only for those who are thick skinned and hypocrites to the core, always ready to breach and bend all the rules to survive. It is distressing to see and be witness to the continuing rampant destruction and devastation of Goa. In 2012 we were promised a ‘Parivartan’ and at the 2014 Parliamentary elections lured again with ‘ache Din’, but Goa is sadly by the day just getting further corroded beyond recognition. It should have been the endeveaour of those in power to at least salvage and safeguard what remains of Goa. Unfortunately Goa is getting defaced at an electrifying speed. Posterity will never forgive the rulers of recent years for their selfish and dubious role in this irreparable damage and destruction of what was once a beautiful Goa, the Paradise of the East. Indira Gandhi's abuse of the press started almost a year before the Emergency and censorship were imposed. She, and her hatchet-men, held the press (only newspapers then) responsible for all the bad news about her government as India's economy collapsed under the weight of the 1971 war effort, but even more so, crushed by the sheer stupidity of the fake socialist assault unleashed by those in her charmed, crimson circle, who had all meanwhile carved out for themselves and their progeny the finest slices of real estate in what they saw as India's Kremlin: Shanti Niketan, Vasant Vihar, Sundar Nagar and so on in Delhi, while condemning the rest of us to the tyranny of the DDA, which I rather call the Delhi Destruction Authority. Any media criticism was dismissed as capitalist propaganda against a revolutionary "garibi hatao" government shaking up the old feudal status quo. Some national newspapers were dismissed as jute, or drawing from that, predictably, 'jhoot' press. This was a pun on the fact that some of the prominent owners, including Ramnath Goenka of theIndian Express, had old jute mills in their family business portfolios. But none was spared. Capitalist was made synonymous with foreign-hand, foreign-hand with CIA, and by implication any criticism of Indira or her policies was anti-national or unpatriotic. Even the genteel Hindustan Times was made to fire its even more genteel editor BG Verghese (so genteel, in fact, that just about a year under him, and I fled to India Today, out of sheer boredom as all he wanted from the Northeast were stories on its natural fabrics, butterflies and river transport rather than the insurgencies then raging there). His "crime": daring to criticise India's integration of Sikkim within itself, which he called annexation. The annexation of Sikkim and Indira's annoyance was just before the Emergency. Back in power in 1980, Indira Gandhi turned on the media again halfway through her term, calling it anti-national for its coverage of the Nellie killings in Assam while the Non-Aligned Summit was on in Delhi and, specifically, India Today magazine later for a major investigative story I had done, exposing Indian sponsorship of Sri Lankan Tamil rebel camps in our Tamil Nadu. This marked her government going downhill, and it would most likely have lost in 1984 but for the sympathy wave following her assassination changing everything. Check again what Rajiv does to tell us he was losing grip? Classic old shoot-the-messenger, or at least try to. He unleashed his so-called anti-defamation bill, raided critical newspapers, orchestrated trouble by their unions, but continued going downhill. Later, even the Vajpayee government displayed the same trait, selectively attacking the media, particularly Outlook magazine, for causing it discomfort. Even the formidable and thick-skinned The Indian Express, which I then edited, was hit by repeated visitors from CBI demanding to know the source of the so-called Judeo Tapes we had published in 2003. The ones in which the senior BJP MP and minister was seen on camera accepting five lakhs in cash making that immortal statement: "paisa Khuda to nahin, par Khuda ki kasam, Khuda se kum bhi nahin" (money is not God, but by God, it is no less than God). It took us a lot of skill, and hours spent with a very patient genius, Fali Nariman, dealing with that. Four points thus get established beyond doubt: 1. The first indication that a government is losing nerve or grip is when it starts blaming and targeting the media. 2. That it never succeeds in subduing the bringers of bad news. It never could, not fully even in the Emergency. Now, with technology causing such anarchic democratisation, establishments can pretty much go to hell. 3. A war on the news media causes any government terrible, often terminal, damage. It does no real harm to the media, besides some short-term pain, harassment and inconvenience. In the end, journalists emerge with heroism, enhanced by the halo of state dadagiri. 4. It still doesn't stop any government from trying this. Or maybe it is just a chronic, unsuppressable basic instinct with establishments. The latest notices by the new bully-fied I&B Ministry to news channels seeking explanation for their coverage of the Yakub hanging follows the same predictable pattern. These should be ignored. Nobody should bother explaining anything because no news media organisation reports to any government. And, media should be united. And, also introspect. A spokesperson of Goa police on Monday said that it is an effort to build a simple yet effective platform for users to reach out or source for help in times of an emergency through the touch of a button. Stating that it would increase the vigilance in the State through a crowd-sourced model and help users coordinate with Goa Police easily, the spokesperson said, “ We strongly recommend the citizens as well as visitors of the State to use this application and help Goa Police in ensuring a safer Goa”. Elaborating the use of the mobile application, he said that it would help to provide users with basic information about Goa Police, its structure, its units and safety tips. Moreover , it will enable Goa Police to reach out and update the citizens from time to time with vital information. The application is developed by Karbens Infotech Pvt. Ltd. and is supported by Manipal Hospital, Goa, as the latter’s social responsibility initiative. The app can be downloaded from Google Playstore and iTunes.

While in the Opposition the BJP had repeatedly stalled Parliament, in Goa too Manohar Parrikar had missed no opportunity to disrupt the proceedings in the Legislative Assembly. Now that they are in power they want all voices of Opposition to be silent. No demonstrations or dharnas has become the order of the day. The very basic tenets of democracy are being subverted. Goa News Highlights Vedanta ushers in achhe din for mining in Goa Curchorem : Ushering in achhe din for the stakeholders in mining industry which had been in the doldrums for the last three years, Vedanta on Monday resumed mining at its Codli mine at Kirlapal. Chief Minister Laxmkant Parsekar, who was the chief guest for opening ceremony, said, “Achhe din shuru ho gaye hain (good days have begun). After the darkness of three years people have seen sunrays with the beginning of mining at Vedanta’s Codli mine.” Resumption of iron ore mining had been expected by October, this year. Vedanta should be congratulated for resuming the mining two months ahead, he said. He appealed other mine owners to take a cue from Vedanta (Sesa Goa) and restart mining activities. Industries Minister Mahadev Naik, Sanvordem MLA Ganesh Gaonkar, Curchorem MLA Nilesh Cabral, Sanguem MLA Subhash Phal Dessai, Pali MLA Pramod Sawant, state BJP president Vinay Tendulkar, Dabal sarpanch Kalidas Gaonkar, CEO, Vedanta’s Iron Ore Business, Kishore Kumar, Shoumik Mazumdar and others were also present. Kumar said that many people were doubtful whether mining activities would restart or not. Irrespective of the prices offered the company decided to start work at the Codli mine, which is the biggest mine in Asia with a capacity of 7 million tonne. Production, safety and cost are the concerns of the company and experts from Chine would visit the Codli mine next week, Kumar said. Ganesh Gaonkar gave the credit for mining resumption to former chief minister Manohar Parrikar, Parsekar, the Industries Minister and others. He appealed the company to establish good relations not only with workers but also with locals, demanding that local people should be given preference in respect of employment. Earlier, Parsekar marked resumption of mining activities by breaking a coconut and garlanding heavy machinery. A satyanarayan pooja was also performed in the morning to mark the occasion. PTI ADDS FROM NEW DELHI: Besides Codli, billionaire Anil Agarwal-led company said it has received all approvals to restart mining at Bicholim. The company in a statement said final clearances to other mines are expected to be granted by the end of August. “Post-monsoon season, the company plans to fully resume mining and by the end of the current fiscal year, to utilise its full annual production allowance of 5.5 million tonnes,” it said in the statement. In a concall with reporters, Vedanta CEO Tom Albanese said: “We need to work hard to regain market share in a very difficult market. This will take close cooperation between the industry, the government and all stakeholders to ensure we can reopen on a competitive basis.” On iron ore prices, he said: “Considering the conditions, we expect the prices to be much below US $45 per tonne. The industry needs government help.” In the statement, Vedanta Resources also indicated that “even as India and in particular miners from Goa look to regain lost markets, iron ore markets/prices are weak and the international trade environment remains challenging. We continue to work with central and state government to improve competitiveness of Indian exports.” Albanese said that the company is confident to manage the business in “such trying times”. “These are tough times for the industry. There is huge increase in expenses and we are talking to the government over issues like export duty, various cess and District Mineral Foundation. We understand that we will not see profits from Goa like before,” he added. Vedanta needs to set an example that it can generate positive cash flows in such conditions and create an example of the standards that it can set in such a weak market, he added. The London-based group said that Vedanta has been granted approval for total extraction of 5.5 million tonnes of which Codli is at capped at 3.1 million tonnes. “Till date, five mining plans and schemes for company’s mines have been cleared by Indian Bureau of Mines and we are awaiting clearance of further 15 plans. Over the balance monsoon period we anticipate receiving these approvals and expect a full-scale resumption post monsoon,” it said. Kumar said: “I urge the government to note the current market scenario, with the steep downturn in prices and more importantly resolve the issue of dumping of ore outside lease areas for Goa mining to be viable.” Since the closure of mining operations in September 2012, prices have crashed to US $32-33 per tonne for Goa grade of iron ore (average grade 58 per cent FE) from a peak of about US $140 per tonne in 2012. Goa News Highlights 12 buildings identified as dangerous in Bardez taluka Mapusa: The Public Works Department, building section has conducted a survey and has identified three residential quarters and a government primary school as dangerous and dilapidated in Bardez taluka. Only the primary school building is abandoned while the other buildings are occupied. Following directions of the executive engineer, PWD building section a survey was conducted by the office of the assistant engineer Public Works Department (PWD) wherein four buildings comprising of Junta Quarters at Angod, Mapusa, Asilo quarters at Fierra Alta, DDC residential quarters at Mapusa and Government primary school at Gudem Siolim were found to be in a dilapidated condition. The government primary school at Guddem in Siolim which is a ground plus one storied structure is currently abandoned and the school is closed. The villagers have demand that the building must be demolished and a new commercial building must be constructed by the government. The two health department buildings identified as Asilo quarters and DDC residential quarters is also in a bad state and needs to be vacated as early as possible. Another dangerous and dilapidated building in Bardez taluka is Junta quarters at Angod Mapusa which has four ground plus two buildings. Four government buildings comprising 24 apartments are beyond repair and have been declared unsafe by PWD and also by the Mapusa Municipality. Assistant engineer Maniraj Talkar said “we were asked to submit a report hence a detail survey was conducted and dangerous buildings have been identified.” He further added that “During the ZP election we submitted a report stating that it is unsafe to have any polling activity in the dilapidated buildings. Hence the polling booth had been kept outside the building.”[nt] Gen Next claims revenue loss of Rs 5,000 crore from casinos Panaji: A week after announcing Goa’s casinos as illegal claiming their operations were against licences issued by the State government, the Generation Next NGO says the scam is making the state loose over Rs 5,000 crore in collections from commercial tax. Speaking to media persons on Sunday, NGO President Durgadas Kamat pointed to an un-starred question at the ongoing assembly session. The question asks for details of revenue generated from casinos, to which it was replied that Rs 1,15,74,69,287 was collected by the commercial taxes department. Kamat however says the department should be collecting nothing less than Rs 196 crore. Considering 5,000 people visit the casinos in a day, he said, the daily collections itself would amount to Rs 1,96,50,14,000. “This is taking into consideration Rs 2,000 as the entry fee and if each person plays a minimum of Rs 1,000. There are collection in the form of entry tax, entertainment tax, service tax and VAT,” he said. He went on to add that according to the commercial tax Act there should be a track of bills, tickets, cash books, but nothing of the sort was being maintained. “This is a major revenue leakage that is happening. We had initially predicted it to be a scam of Rs 5,000 crore, but it seems to be more. When the tourist season begins, there are more people visiting these on shore and off shore casinos,” said Kamat. During a recent conversation with Governor Mridula Sinha, Kamat said she had promised to organise a meeting with the NGO and police officials. The NGO however has decided to write about the matter to the ED, Income Tax office as well as the Central Finance Ministry and the Home Ministry.[H] Shiroda VP to recover arrears of rent for shops Ponda: The Shiroda gram sabha on Sunday resolved to recover arrears of rent for its shops pending for a long time and also decided to hike the rent of shops given to locals. The panchayat has a total of 32 shops at Bhatim, Bazaar and Karai areas that have been rented out. But about 50% of the shop keepers have failed to pay their monthly rents. Rent amounting to around 15 lakh is pending and locals had raised the issue in the gram sabha and sought information from the panchayat about steps taken to recover the rent. Admitting that the panchayat had issued notices in April this year to some defaulters to pay the rent, sarpanch Sandesh Prabhudesai has clarified that half the shop keepers have paid the pending rent, but about 15 to 16 have to pay the arrears. The gram sabha, that was attended by over 150 villagers, also demanded that the employees of power department reluctant to take care of street lights and regular maintenance be transferred.
