Just a wild guess...

You mentioned there is Z/OS 1.6 system which is running without these problems 
and the system which fails is a Z/OS 1.12 system.  Are these two systems 
sharing the RACF database?  Have they run together before the ESS problem?

If they are sharing the RACF database and this might be the first IPL of the 
Z/OS 1.12 system, then I would look at the results of the RACF database 
template upgrade job.  It might be possible the RACF database has not been 
upgraded to the 1.12 level of the templates and RACF could be complaining about 
the downlevel database.

Just my thoughts...

Since z/OS V1.5 (around 9 years ago) it has not been necessary to run a RACF 
template job before IPLing a new release of z/OS and RACF. But if it were a 
problem with the database RACF would not say it was a problem with product 
registration.

In any case, I believe the OP has his answer via the PMR he opened.

If there were a problem with accessing the RACF database volumes you would get 
messages from RACF to that effect, and a prompt to enter a different database 
name. Instead the OP got a message about the product not being registered, 
which is very specific to a problem with IFAPRDxx or to product registration 
processing.

There is an MVS APAR related to issues with overlaid product registration 
information. I'm a bit surprised that this would have happened so early in the 
IPL sequence, but I suppose it's possible.

It would be interesting to know if there were any RACF messages preceding the 
IRR418I, as that particular IRR418I message occurred during initialization of 
the optional RACF subsystem, which happens much later (in the overall scheme of 
MVS initialization) than RACF itself initializing.

But I agree with another list member that it's most appropriate to open a PMR 
with IBM.

Hi,

Some where in this chain I saw POR.  If you are LPAR based is it possible
that you ran out of Logical Control Units?
If so you need to change your activation order of LPARS.
This happens with older 3390 control units with a lot of LPARs.

Can you enter display commands at the console. I would then check D 
IPLINFO, D IOS,CONFIG and check the availability of the DASDs. I think 
that either the volumes of the RACF db is unavailable or the power crash 
has damaged the database so that it is unusable. In this case I think 
you must restore your RACF db.


We had pinned data on a DS8000 after unplanned loss of power which is in 
result the same as your ESS error. IBM 2nd level support had to reset 
the cache data. After that we could start the system again.

We have shared DASD evnvironment where two hardware Z9 and Z800 OS share the
ESS. After the POR we were able to make the Z9 servers up , but the Z800 -
OS V1R12 are not coming up and throwing this messages. In Z800 we have
another LPAR which is active (OS V1R6) from their we are able to view the
SYS1.RACF(Primary racf database Volumes)

first of all, try the T PROD=00 command to see if this is going to 
activate RACF server.

After that, double check your parmlib chain to verify that the correct 
IFAPRDxx is picked up...

What are you using for the list of volumes?  If you are using the ESS
console list be sure to refresh the volume list at each LCU.
