We have the master copy of our tools disk in SFS on one system.  Each system 
has a local copy on minidisk.  A job on each system accesses the master and 
applies updates to the local copy every night.  If the SFS master isn't 
available, no harm is done to the copies.

That's a good option. We have a TOOLS: filepool that we distribute via SFS to 
our VM systems that contains the basic goodies we provide to the users. There's 
also a CRASH: filepool that has sysprog utilities, eg TRACK, etc.

Don't forget there are alternatives to RSCS to provide TCPNJE services for VM 
(and other OSes too). 
TOOLSRUN works just fine with the replacements.

Faced with similar circumstances, I used the UFT support in the free RSCS
and the UFTD server that comes with TCPIP.  Then it was a simple exercise
to note and propagate changes.
