Drive Setup is the pre-OSX version of Disk Utility. Backwards compatible means that the drive's interface is USB 2, but it will work just fine over the older USB 1. Reformat the flash drive with Disk Utility, on OS X. The US B 1.0 could be the case. Also are you sure PNY works with OS 9? Most newer thump drives only support OSX. They may say Mac OS,but that mostly means OS X. flash drive and OS 9.2.2
I'm back with the same problem but with a different flash drive (I gave up and returned the other one). This one is a PNY 4 GB, which claims to be compatible with OS 8 and higher. I am trying to set up the flash drive so I can move files back and forth between: My iMac g3 Dalmation, which has OS 9.2.2, and My iMac g3 FlowerPower, which has OS 10.4 on it. 10.4 recognizes the flash drive with no problem. 9.2.2 does not. I have gotten advice here in the past to reformat the flash drive on the 9.2 machine using Disk Utility. I don't seem to have that program on my hard drive or on the (original) 9.1 disks that came with the Dalmation. I only have utility programs called Drive Setup and Disk First Aid and neither of these will recognize the flash drive.
