Sori nambahin masalah... :))
Salah satu komputer client (OS win98) di kantor saya juga mengalami
hal yang sama. Nama file spy-nya noUSB20.exe (disableEHCI). Efeknya
adalah selalu menredirect IE ke alamat http://www.specialgoods.info. 
Saya sudah hapus filenya dan registrynya (melalui safe mode). tetap
aja ngak mempan (muncul lagi dan muncul lagi). Saya juga sudah install
beberapa antispy (Ad-Aware SE Professional, CWShredder, HijackThis,
SpyBot sampai SpySubtract) gak mempan juga.

Mungkin diantara rekan2 ada yang bisa kasih pencerahan. Thanks

PS : - Sementara solusi  pertama yang saya lakukan adalah memblok
alamat specialgoods.info melalui Internet
properties-->Security-->Restricted Site, tapi menurut saya ini bukan
solusi. Sedangkan solusi kedua saya install Mozilla Firefox...

dah di cek add/remove programnya Mas ? barangkali aja
dia ngistall di situ ... jadi tinggal di remove aja
atau cek di plugin-nya kalo pake browser yang support
plugins... barangkali itu sebuah program plugins. apa
lagi ya... ? , bila perlu cek ctrl+alt+del terus
cek proses apa aja yang sedang berjalan dikomputernya,
mudah2an ketemu sebuah proses yang ngga lazim yang
namanya aneh atau mirip2 dengan search enggine yang
ngendon di browsernya...
