Biar nambah bahan buat 'ngeblock' mas fadly:
Klien/user dikasih ip statik. Trus gatewaynya kosongkan/jangan diisi.
efeknya hanya bisa lokal/LAN saja, semua akses ke internet dari pc ini
pasti tulalit.

kalau pakai Isa server berdasarkan login jadi setiap user mempunyai login dan 
password masing2 . 

lebih jelasnya baca aja tutorial isa server banyak dan pelajari.
semua tergantung kebutuhan masing2. 

kalau video tutotialnya saya ada.
saya dulu tahun 2000 - 2008 di perusahaan asing 800 pc dan 12 server , pakai 
isa server. 

yang susah kalau user pakai USB modem Sendiri :(.
