I'm seeing this same issue with Jenkins 1.454 & the EnvInject plugin 1.74-SNAPSHOT from yesterday. I had 1.72 when I initially encountered this. Not reopening the bug yet, because I have no further useful information.

It seems that now after I switched the update center URL to HTTPS, and restarted Jenkins the downloads are working again.

I have had the exact same issue (similar conditions) for quite some time. I noticed that I can't access for example http://updates.jenkins-ci.org/download/plugins/artifactory/2.0.7/artifactory.hpi with my browser either. 
However, this works:
https://updates.jenkins-ci.org/download/plugins/artifactory/2.0.7/artifactory.hpi

Is there a way to force Jenkins to use HTTPS for these downloads?
