When you have a (large number of) file(s), and you want to keep track of all the changes to it/them, version control systems keep track of things in a muli-user, auditable manner. So you can back-out changes and find out who was responsible for breaking things. sccs was the Unix original, RCS is the Linux rewrite, CVS is the new Internet-aware implementation.
