Good point.  I do have a portable mp3 player. And space isn't
an issue as the /mp3s partition is 25GB. ;-p

If you don't have a portable player and space is an issue, you might
look at ogg instead of mp3 to get more quality in less space.

Apparently, when you create a FAT32 partition during installation
Linux mounts the partition as readonly. Or more specifically, 
doesn't give permissions for any other user.  This makes sense.
Editing the appropriate line in /etc/fstab adding my userid with
rw permissions, un-mounting, and then remounting seemed to do the
trick.

I'm now copying over all my backed up mp3s from CDs to /mp3s.

Give us a hint. Other than that you're using MS Outlook, you haven't given us 
a clue about (1) what version of Windows are you using, (2) what version of 
Mandrake that you have, (3) where this /mps3 is partition located (my guess 
would be it's somewhere on the Windows side -- but I could be wrong), and (4) 
if /mp3s is in Windows, how is it formatted?

Thanks for all the suggestions.  I was finally able to get this working
with the help from a good friend who is basically a Linux God.
Incidentally you can check his site our here: linode.com.

Anyhow, I edited the appropriate /etc/fstab line adding my userid for my
user account after the codepage part.  Went something like:

..codepage=850,rw,uid=500 0 0

After un-mounting /mp3s and remounting all, everything works perfectly.
I have booted to windows to test things there but it should be okay.

Thanks all, hopefully one day I can answer someone elses question..

Type 'man mount' in a terminal and you will see listings of all the options 
for all file system types.

codepage=value
  Sets the codepage for converting to shortname characters on  FAT
  and VFAT filesystems. By default, codepage 437 is used.

To be honest I do not know why codepage is set to 850. It is just what 
Mandrake sets it to by default. The important option from your point of view 
is umask=0  That will allow all users to read/writeto your vfat partition. 
The 'quiet' option stops you getting messages from konqueror complaining that 
vfat does not have any permission bits to set.

access (read/write) to a directory /mp3s.  I created
a FAT32 partition during 9.1 installation that is called
/mp3s which will be used by Linux and Windows. I'm unable
