Take a look in Control Center | LookNFeel | Panel, and on the 'Look 
& Feel tab, you can en/disable "Show Tooltips". If they're enabled, 
disable them for a while (several login/outs of KDE), then enable them 
again and see if that doesn't straighten things out for you.

I was sooo glad when KDE added this option 'cause I can't stand 
those damn irritating distractions ;)

http://mail.kde.org/mailman/listinfo/kde-linux is pretty active, without 
being overwhelming. There are other lists on the same server, IIRC.
