As stated by Zvika, it seems that I have problem with https connections. So 
replacing https with http in epel.repo temporarily fixed the issue.

Strange.

Can you download the metalink file directly?

Those instructions look like they are for centos. Try: 
yum install yum-conf-epel 

instead of wget/rpm 


Did you use 
yum install yum-conf-rpmfusion
