I understand you have a lot of questions about CodeNameOne plugin.

Please understand these points also:

1. CodeNameOne plugin is developed by another community which is associated
with the CodeNameOne product.  That community is not directly connected
with NetBeans Development community.

2. CodeNameOne is a NetBeans approved plugin hence is available in NetBeans
plugin portal but still the NetBeans community is only hosting that plugin
for convinience of the users, they do not maintain or control the
development of this plugin

3. As you found out the NetBeans Users mailing list you need to find out
the users mailing list for CodeNameOne plugin and direct all these
questions to that appropriate mailing list

4. The users on this mailing list have no information about the CodeNameOne
plugin or its roadmap.  When you will send these questions to their correct
mailing list chances of them getting answered are more

Netbeans 9 CodeNameOne Plugin Oriented Questions.

-Will Netbeans 9 CodeNameOne projects be updated and compatible with Java 11, 
and/or
versions of Java higher than 8?

-I can't get the Netbeans 9 CodeNameOne support to generate a native android 
installation file, .apk.
What do I need to do to acheive this?

Is it possible to acheive offline .apk file building without an enterprise 
account,
without paying CodeNameOne, yet for  commercial and non-commercial programs?

-Do I need both the Android SDK and the Gradle Executable, or just one of those?

- Does the associated License with Netbeans 9 Plugin for CodeName one allow 
people to
build commercial and non commercial software?  Does this remain so if the
Android sdk is used with it as well in order to generate an Android  
installation file
for peoples own programs, commercially and non-commercially?

I’m an admin of it. I can certainly make you one. Just email me directly with 
the correct IRC username. Either way, note this is not a trivial issue to 
solve. Whoever is doing it is using a TOR or something, and their IPs are 
changing as well was their user names. See

 Hopefully the jerk will be stopped, 
and is affecting multiple IRC channels.
