Bug description:
  Serge pointed me at an an issue with cloud-init's fallback networking.
  It will consider bridges as possible devices to dhcp on.
  Since these bridges are configured only by things like lxd (not 
/etc/network/interfaces) they're not going to be good devices to 'dhcp' on and 
get a fallback networking configuration.

  My short solution is to just ignore bridge devices when searching.
