Windows 10 In built screen reader Narrator is not full fledge and its
focus only on basic Navigation and Reading, this may can fulfill your
basic requirements, as per me nothing more than that and cannot
compare this with professional third party Apps like JAWS or NVDA .

Theoretically it can but it isn't prefferable as it lacks a lot of
advance features present in jaws and NVDA and the in-built TTS isn't
very rapid either.
